Let's first remember that ethics are established by a society, and then may be codified in the laws of that society.  Ethics extend from underlying principles of, for example, the Ten Commandments to codified Constitution and precedents.    

There are two approaches to Mayor Partis' question then, what is unethical under codified laws and rules of conduct and also the majority perception of unethical behavior. Mr. Parris has acted in an unethical manner from both perspectives. 

The legal lapses of ethics have already included, while in public office, the BBQ to meet Planning Commission applicants which the LA County District Attorney found violated CA's Brown Act, continued violation of City ordinance and state CEQA in the processes of zoning changes, CUPs, and development approvals, such as at 60th Street West and Avenue L, and violation of federal Constitutional separations of church and state.  As noted elsewhere on this blog there are more.  

But law  results from majority opinion, and laws are never as true a barometer of ethics as public opinion.  Mr. Parris' ethics lapses are cemented in the substantiated opinions of his colleagues in the legal community, not even included in Martindale Hubbell ethics ratings, in the wisespread public perception of conflicts of interest with Mr. Parris' business and church associates, such as Msrs Gilley, Visco, Vose, and in the community's and professional perceptions of Mr. Parris as an arrogant bully, who bullies public speakers in public and private meetings, removes those who dissents, and conducts himself in a manner unbefitting public office decorum at best and exercising abuse of powers at worst.
 
It doesn't take a rocket scientist or weather man, altho we have many of them here, and Mr  Parris prefers to consult with Mr. McEwen, using public funds, as to how he and his associates can get around the law rather than how he can best fulfill the law.

Ethics is also judged by barometers of honesty, consistency of purpose (absence of hypocracy), and Mr. Parris fails by this standard as well. He states publicly that a decision has not yet been made, after making other public statements that the decision has already been made, and after taking actions that attest that the decision has been made. Mr. Parris states that he wants to hear dissenting opinions, yet publicly pillories those who express dissenting opinions. Mr. Parris erects symbols of trust in God and pillars of legal justice, yet goes against the basics principles of the Ten Commandmwnts, in his treatment of neighbors and in the bearing of false witness, at minimum.     

These are seen by the public as hypocracy, and some go so far as to call lies.  These actions do not impress as to ethical action.   

 Yes, Mayor, your ethics leave a lot to be desired for someone in a community leadership position, for someone in public office, for someone in a position of the public trust. If Mr. Jennings couldn't answer your question, there are many in the community who can. We look forward to your responses, that you offered Mr. Jennings.
