Human Relations Task Force Condemns City Officials Actions while city emails appear on local blog

Lancaster — The Antelope Valley Human Relations Task Force met on Monday to discuss the remarks made by Mayor Parris during his “State of the City Address” in which he proclaimed he would “grow a Christian Community”. The other item was that of comments made by Sherry Marquez, a Lancaster City Councilwoman who according to reports wrote derogatory remarks about the Muslim faith which some took as “hate speech” on her personal “Facebook”.

The Task Force met on Monday as scheduled and included forty members who voted unanimously to condemn the remarks by both Parris and Marquez. The Task Force stated that they would send a “strong” letter to the city and those involved condemning their remarks and subsequent actions.

Along with Task Force members meeting and discussing the events in questions, emails surfaced that appear to have come directly from the Lancaster Mayor’s office and the Lancaster City Managers office.

The emails were posted to a local blog website and appeared to be placed onto the website by a blogger proclaiming to be a Parris supporter. The blog was called, “Christianity is now a Hate Crime”. The emails appeared to have been written by Mayor Parris and City Manager Mark Bozigian and addressed directly to Mr. Darren Parker, President of the Antelope Valley Human Relations Task Force. The emails detailed Mayor Parris challenging the authority of the Task Force as well as it’s president Mr. Parker.

One email, appeared to have been written by Mark Bozigian in which he stated he was writing the email from his home, also questioned the credibility of the Task Force and it’s authority to investigate the remarks by the Mayor and city Councilwoman. The email also called into question Mr. Parker’s alleged statement that Lancaster was a “Hate Capitol” and at one point states, “your response will in large part shape my recommendation to the City Council as to the City’s future relationship with AVHRTF.”

The AVNEWS interviewed Mr. Parker Tuesday who stood behind the decision of the Task Force saying that 40 members went to the task force meeting and voted unanimously to “censure” Mayor Parris and Councilwoman Marquez. In reference to the unanimous decision, Mr. Parker stated “it was not an individual effort….it was the communities collective effort”.

When asked about the emails being posted to a local blog site, Mr. Parker stated that he had nothing to do with the emails and said "subsequently, for me to see that (the emails) on the blogs. I was blown away, No officer of the Task Force sent those out.”

When asked about the legitimacy of the Task Force Mr. Parker stated "“I actually have an email statement from the Executive Director and the President of the Human Relations Commission that clearly defines the Task Force and their involvement in its creation and the special relationship we have with the Human Relations Commission.” Mr. Parker went on to say that the Task Force was formed in 1996 at the direction of The Los Angeles County Board of Supervisors.

“The leadership of Lancaster was not around when this Task Force was formed and I think that they contested it because it was uncomfortable. Now they should fully understand by the paper (Valley Press) this morning and letter subsequently sent by the commission that in fact we are an independent entity that they can’t control…the only ones who can control it are the members of the body", Parker said.

“The Executive Director and President of the Los Angeles County Human Relations Commission knew all about the meeting before hand. They sent staff to the meeting as well.” Parker added.

When asked about one email that seemed to ask for the personal information on Task Force members by Mayor Parris, Parker stated, “Its been a longstanding policy of the Task Force that the officers information is available, but for the members the information can only be obtained from each individual member… We would not compromise any organization without their consent.”

Responding to comments as to Parker labeling Lancaster as a “hate capitol” Parker claimed he was misquoted by Mayor Parris saying, "that was misquoted from the New Yorker almost ten years ago…my comments toward that were that someone asked me when the (Marquez) incident first broke if I thought Lancaster was going back to becoming the ‘Hate Crime Capital’ and I said absolutely not.”

“He (Parris) took it out of context. He only took the part he wanted to question me on", Parker added

Parker went on to say that this is the first time such questions about the credibility and authority of the Task Force have been raised by the city of Lancaster.

Parker stated that he believes politics played a roll in the emails and their release to the blog site and stated that, "clearly my personal opinion is that those were politically motivated questions that were being asked in the emails, these questions (emails) were to try and discredit the Task Force in an effort, I feel, that was motivated by politics.”

When shown copies of the emails Mr. Parker identified them as emails he had received from Lancaster Mayor Parris and Lancaster City Manager Mark Bozigian. Parker was quick to point out that "I specifically answered each of his concerns in detail.” As to format and authority Parker said "we always followed the Brown Act because we were trained and developed by a government entity to serve the public.”

“Transparency is crucial…if we hadn’t been transparent we wouldn’t’ have lasted ten years", Parker added.

When shown an email allegedly written by City Manager Mark Bozigian and his concerns within the email, Parker stated, "I think his (Mark Bozigian) main concern is the reputation and image of the city, and I agree. But to blow smoke over what the reality is does not help the city at all. It actually hurts the city.”

“I know his heart was sincere. I believe there was a tremendous amount of pressure from who he reports to”, Parker added.

“Usually people who victimize, once you turn the light on them they try to turn it back on the victims and in this case that’s what they did.”

Prior to the meeting of the Task Force, Parker stated that he attempted to contact Mayor Parris and even spoke with City Manager Mark Bozigian in attempts to have Mayor Parris and Councilwoman Marquez speak to him in reference to the statements in question and that he never heard from “anyone”. “I asked him (Bozigian) to leave a message to the Mayor to let him know I wanted to talk with him before any of this (Task Force Meeting) would happen", Parker said.

However, in the email allegedly written by City Manager Mark Bozigian it states, “my questions are: Did you attempt to have a discussion with either Sherry or Rex regarding your concerns prior to your public comments or prior to convening a AVHRTF “emergency meeting?” and have you reported your concerns and knowledge of “harmful threats” to the Lancaster or Palmdale Sheriff’s stations?”

This would indicate that the writer was attempting to find out if Mr. Parker had made attempts to speak to Parris or Marquez, prior to the meeting.

Following our interview with Mr. Parker, Lancaster officials told AVNEWS that the emails were not “leaked”, but that the Mayor, "cc’d that e-mail to a number of media
organizations. Thus, it was not “leaked.”

However, AVNEWS has (4) emails, two written by the Mayor, one written by Mr. Parker, and one written by City Manager Mark Bozigian that had all been placed onto the local blogs.

Once called into question, the emails were abruptly removed off of the website only to reappear Tuesday afternoon.

Ledford and Rodio sure put Rex away. He was disgraced with a front page picture of him standing among religious leaders of every faith and all of them saying how much they love and respect him. Next to this is a picture of the angry mob at AV Mental Health and even there people are saying how much they love him. Yep! Rodio sure won the election with this one. Hmmm, I did not hear him apologize to Mayor Ledford or the many from the local community that came out to a local Mosque to protest her assertion that they all supported "beheadings and honor killings only to have the mayor himself call them terrorist sympathizers on Los Angeles news stations several times, and over and over again on this blog using various usernames.
No one has heard him apologize for calling local civic and religious leaders “opponents looking for 15 minutes of fame” all over the news and radio, even though he has now admitted what he said was wrong and divisive.

How about people start taking his “apologies” seriously when he stops saying things that make them necessary.

Let’s face facts- The Mayor ONLY apologized when he found that even Christian leaders here have issues with people being singled out as “bad” for reasons of religion. Most Christians are NOT fundamentalists who believe that they have to convert, kill or marginalize other people of faiths. It’s just not biblical.

It is kind of funny though that after 10 days of stirring things up, going on the news to announce he “had nothing to apologize for” and making all sorts of wild allegations about local Muslim’s, that he in fact backed down.. again.

Paul Chappell received an honorary degree from Trinity Baptist College in Jacksonville, Florida. That’s the college founded by Bob Gray, who was arrested on multiple charges of child molestation. Gray died just a few days before his trial was set to begin. Chappell, the man who wants to protect the children of Lancaster, to my knowledge, has not commented in public about the situation concerning his late friend.

Male-to-female rape in Islamic societies is almost nonexistent due to cultural norms that place women under the protection and jurisdiction of her husband, in some sense, she is essentially his property. So, from that angle, to defile a man’s wife or daughter is seen as disrespectful to him personally.

The “rape” that does occurr is usually between older men and younger men. Outside of that, many Middle Eastern men travel to Europe, to Amsterdam or Paris usually, to visit female prostitutes.

Pat Robertson said that the earthquake in Haiti was caused by the voodoo past of the inhabitants. I haven’t heard Paul Chappell denounce them. Isn’t marino mad at Paul Chappell for not actively denouncing Pat Robertson? Where is his outrage?

And yet, he gets mad because Muslims don’t denounce every video that he happens to find on YouTube, especially when he wants them to.

Randy, what you’re saying may apply in the schoolyard, but in real life, words are used to marginalize groups of people. Calling a grown man “boy” in the Deep South had tremendous power whether or not the person to whom it was said “allowed” it to have power over him. It’s not like you can say, “this power doesn’t impact me.” You can stand in a tornado and say, “it will not affect me,” but you will still get blown away.

Words may not have power over you, but they has power over many others. That’s where the problem lies.

A thought or idea is wonderful but as far as someone’s thoughts attacking you or causing you pain other that what you allow it, is silly.

You know where I’m going. To know someone’s thoughts mean you have to be a psychic. By any chance are you psychic, do you know what I’m thinking right now?

As for ideas, I have an idea when I was a kid that I would walk on the moon taken there by Pan Am. That idea didn’t hurt me. It may have motivated me, but harmful, I don’t think so.

Ideas that can hurt have to be ideas that are put into action, which is again my point. Words don’t cause harm unless harmfull ideas are put into action.

I am glad to hear Mayor Parris offer the words of reconcillation to the entire community – both Muslims and non-Muslims.

For him, that was a gigantic step in realizing that his allegiance was not to protect a sitting council member but to keep his city united and moving forward. United is the key word that determines each and every action a mayor takes for united we stand, devided we fall. I praise him for taking a step back, truly examining the harm that was done, assessing the hurt that was never necessary to fuel and standing up for his city and all of his constituents. There are many things that the mayor does not carry out in a way that makes many of us feel his mannerism is one of inclusiveness. But perhaps we’re looking at the need for a learning curve for someone who comes from a world where everything is either black or white and nothing is gray. In our world, the scales can tip within a moment’s notice and our Mayor must be prepared to react with sincerity, humility and courage.

That is what Mayor Parris offered this community with his words of reconcilliation and I hope everyone will receive his olive branch with a spirit of understanding. There are very few of us who have lived perfect existences; we are all works in progress. I’m willing to allow someone I usually spank have the same ability to rise to the occasion and learn from his missteps. Even as upset with Mayor Parris as I may get at times, the reality is that he is always trying to come up with a new idea to uplift Lancaster. I may not always agree with the idea but the fact is he’s always thinking, discerning, attempting to move forward, and willing to take a risk. I’m giving him a pass on this issue because his heart wasn’t about dividing a city, just encouraging points that he thought would promote Lancaster.

Lancaster — he did it for both reasons. He would have been stupid not to.

He has to heal the rift that was growing. Who can govern in such a situation

He had to do damage control for his campaign. He had given the other side much too much to chew on. Why anyone on his team let him take such a position in the first place was absurd.

The one who needs a good butt whipping is Sherry Holy One. To stand up there, pout, say in essence daddy Rex or mayor daddy Pastor (for all we know) made me apologize and then walk away shows what an imbecile she is.

She couldn’t even fake it. So if she can’t even fake she cares — why is she sitting in that seat or given any respect at all?

I’m more pissed at her then anyone else. God she’s not attractive with her lips poked out and eyes looking like a deer’s eyes in someone’s headlights.

Randy, you figure the answer out for yourself. For example, I have let you allude to, if not outright make fun of issues concerning my health. You have also said things about my weight. I let you slide.

But suppose I wanted to take it a step farther. I’ve seen pictures of you and your wife. I don’t consider her very attractive in the least, for example. I think with my weight and my health issues, I’m still more attractive then she could ever be but I let you take those pot shots at me.

When I looked at the picture of you and your wife I couldn’t tell who was the male or the female.

Is that right to say. I don’t think so. But neither is your constant attack on my health regardless of what I may share — just like you shared that photo.

Should my free speech about that photo be curtailed just to avoid offending your wife.

You tell me.

DBW, I know some people are mentally ill. It is sometimes tough to tell mentally ill from others that are rational.

One way I tell is if words offend you then I place you in a catagory where I can harm you with my words. Seems crazy to me to allow me that power, but heck if they want to play poor me, I guess it’s ok. Imagine the poor kids growing up thinking if someone calls them a name their whole world is shattered and they won’t be ok till someone grovels and make nice with them.

Being a bad parent to a kid is a bad thing. I’m sure that kid grows up and feels if someone calls him a name their self-esteem is harmed.

A verbally abusive spouse can be one that expects you to love them warts an all, or could be that as a kid they were raised by a bad parent.

HF, I’ve never said you were “stupid,” but you are very quick to lable me. I think you’re a teacher because of my experences with teachers. I had a physics teacher in College that taught me Calcus in one semester. He made it seem easy. I had an algabra teacher in HS that told me because I got the right answer but coulden’t write out the steps I was stupid.
I can fix anything on your car. I can fix anything in your home. I’ll bet with time I could do your job better than you. But you would never have the skills I have.
Do I think you are stupid? No, I think you are quick to judge others that don’t think like you do.
If everyone thought the same way what a sad pathetic world this would be.
But, to call someone stupid because they don’t comform to some standard you hold in your head makes you a teacher in my mind.

Interesting what a flip flop a Republican Rex faithful can be. Let’s recap. Words can never hurt, people should ignore them, but we’ll post things on a blog intended to hurt and offend. Hmmm. The law is so important we need spy planes in our community to enforce, but not the white collar crimes of government officials; that should be allowed in total anarchy. Hmmm. We question if citizens trying to enforce the laws of our country and our state are paid by the attorney firms, but do not question Herr Attorney or his paid assistants, his political favors to his minions. Hmm. We claim to be Christian, vehemently and with fervor, yet we talk of violence and intolerance. Hmmm. Kind of makes you wonder.
