The Two Antelope Valleys

It is cold and raining outside, but as I step inside the door of the Lancaster Performing Arts Center it is warm and dry. I’m greeted with the sounds of low, friendly chatter and live music and the clink of cocktail glasses as a man at the door takes my coat.
I have been invited by the City of Lancaster to the “Mayor’s LPAC Gold Club Party” a gathering of prominent residents and patrons to raise money for the Arts in Lancaster. The Mayor, some city council members and other within the top echelon of the Antelope Valley are there to celebrate the more than $70,000 they have helped raise to.
I am a little nervous to be in such company, but everyone is friendly and in a jovial mood. I am shown the bar, which is carved completely out of ice and stocked with bottles of Grey Goose Vodka (fifty dollars a bottle at you local store) and other premium liquors. There is a wine bar and six or seven tables overflowing with hors d’ oeuvres made by UAV’s culinary students.
With a guest list of a who’s who in Lancaster, all 100 guests are proud to be a part of bringing the Arts to the City. The Mayor and other city officials touted this as part of a larger plan to revitalize Lancaster.
“We used to be known as the city of gangs, “The Mayor tells us. “We’re going to be known as the city of art.”
I have a great time enjoying the food and drinks and conversation. At the end of the night I come home happy to have been able to attend such a classy gathering.
The next morning I am standing in the rain at the intersection of Park Circle Drive and Park View Street in Lancaster, no more than three miles away from the Performing Arts Center. I am taking pictures of a makeshift memorial consisting a few teddy bears, a vase of flowers, and sheet of notebook paper taped to a fire hydrant.
“Deshawn ‘Bubba’ Jan 20- 2010’” It reads. There is more but the rain has smudged it out. As I step back to take another picture I notice the asphalt in front of the hydrant is littered with discarded white paper wrappers. Upon further inspection I realize they are used to hold swatches of medical gauze and bandages.
I am standing on the spot where EMT’s treated Deshawn Hopson, a 17-year- old boy who was shot to death at that corner the night before. At the time, though, I don’t know his name.
The neighborhood looks run down. The houses are old and a large gray apartment complex sits among them. I later learn that this area is a known hang out for street gangs. It is one of several spots in the AV, mostly pockets on the East sides of Lancaster and Palmdale with large concentrations of low-income housing that are considered “troubled”. It was the kind of neighborhood which generated wild rumors and whispers among those like myself who grew up in polite suburban tracts on “West side” of town.
I can see people staring at me from their windows and doorways in the apartment complex. A young woman approaches me and she asks if I am a sheriff. I explain I am a reporter and her demeanor relaxes a little, but not enough to her to allow me to use her name in the paper. She says she witnessed the shooting and that the detectives have already come by to talk to her.
I am told that there was a large group of young men at the corner at about 9 PM the night before. Words were exchanged and someone walked up to Hopson and shot him three times in the abdomen.
I am asked if I have any contact information for the victim’s family. The young woman tells me she and some friends are trying to contact the boy’s parents or relatives to tell them what happened. I tell her I don’t and give her my card just in case she remembers anything else.
The shooting and the cocktail party I attended not only happened on the same night, but at approximately the same time. In fact, at 9pm while Deshawn Hopson was shot and bleeding out in the street I was most likely enjoying a selection of fine cheeses and smoked duck breast with a glass of Cabernet Sauvignon from the Napa Valley. I realized that as the guests at the party returned to their gated neighborhoods Hopson was most likely already pronounced dead at the hospital.
The fact that there are two very different Antelope Valley’s is no real secret to anyone who has lived here for more than a few years. Ask any local in either city where the “bad” areas are and most will be able to rattle them off almost automatically. Like any large city we have our “other side of the tracks” and the differences and disparities are visible to the naked eye. Housing, shopping, and law enforcement presence are all strikingly different depending on where you live in the AV.
We live with and accept the coexistence of these two sides of our hometown. Well, up to a point that is. What seems to cause conflict is when one begins to spill into the other. When gang violence spills out of some neighborhoods and into others, when patrol sweeps miss the homeless that sometimes populate the area around the “new” Lancaster Blvd, or when City Hall sees one too many letters to editor complaining about section 8 renters, it is then that the rest of us shake our heads and grumble about moving and lament about the downfall of our upstanding town.
It’s easy to paint the situation with a broad brush. It’s easy to label some locals as “uptight”, or those in less prosperous sections of the AV as “troublemakers” and “gangbangers”, and it is very easy to point the finger at our elected officials for not solving the problems. As convenient as it is to blame one person or group, a closer look reveals a more complex situation.
For example, it would be easy to point to those at the cocktail party as “out of touch” with what is going on, but they were there to support bringing arts to young people in all areas of the AV. To write off kids in troubled areas without considering the role social inequality plays in their choice to join gangs would be equally ignorant as well. There are several non-profit groups that are dedicated to trying to keep youth off the streets and out of trouble, and people who live in these areas run some of them.
This being said; if no one specifically is to blame, then the blame (if we must assign it) belongs to everyone. Those of us who live in nicer areas should focus less on separating and containing aspects of our community we find unappealing and turn our attention towards making all parts of our community a better place to live. City Officials could work toward solving some of the uglier problems in our cities instead of trying to cover them up or push them out of sight. Lastly those in trouble areas will need to take responsibility for what goes on in their neighborhoods and work with those willing to help them make their city a better place to live.
In the end, while it is easier (and safer) for us to think that there are two different Antelope Valleys, the truth is that there is really only one. We are the sum of our parts and best aspects of our community do not cancel out the worst, or vice-versa. The sooner we realize this, the better our chances of creating true and meaningful change. I believe that if we tackle these problems with the mentality that everyone has a responsibility to make this a better place, we will see an Antelope Valley that we are proud of, no matter what side of town we live on.

Well done piece of writing. It’s not a matter of writing anyone off. The people who live in the poorer sections are not criminals but often labeled as such by default.
When AVO talks about writing people off that is the mentality that I see pervading city hall. The mayor himself was poor and could have been written off but he wasn’t. His entire family could have been written off but they were not. Taunted at times by others but never written off. When the mayor had his drug and alcohol problems he could have been written off but he wasn’t.
The time for a knee jerk reaction such as what AVO just gave has to come to an end. Labeling people good or bad based on their address should end. And kids in gangs who are in gangs to survive the onslaught of violence and terror perpetuated against them if they did not have a gang affiliation for protection cannot be written off.
If this community is to survive, we have to start making Writing People Off as our first knee jerk reaction and realize we are talking about individuals here — who just may have a cure for something, or an answer for something that ails society later on in life.
Writing people off is the arrogance of a few who probably slipped through the system with help from others and won’t admit it, even to themselves.

To declare one side of town is more desirable than another is really no different than the gang mentality of territorialism. Like it or not, we’re in this together. Thanks for posting that.

Rex Parris after his election created three new citizen-staffed commissions to address criminal activity, set design standards for the city, and to revitalize the city. The city staff has been hard at work supporting these commissions. The Mayor does live in a “nicer” area and has turned his “attention towards making all parts of our community a better place to live.”
Have you attended any of those commission meetings that caused you to come to the overly harsh judgment that “City Officials could work toward solving some of the uglier problems in our cities instead of trying to cover them up or push them out of sight.”

The author of this piece sounds like every other liberal in the bunch. Laying the responsibility of “solving some of the uglier problems” at the feet of ‘city officials’ implies that it is government that must rescue us from ourselves. Unadulterated BS.
There will always be a percentage of people who work hard, live clean, and conduct themselves with dignity just like there will always be a certain amount that will do none of these things. Those of the former will live in nice neighborhoods with manicured lawns and mortgage payments they pay themselves. The others will live in drug-infested apartment complexes, sometimes paying someone else’s mortgage payment. City officials cannot turn someone from the latter group into someone in the former. Each individual has to make a decision to live a different way. Some will; most won’t.
The only obligation the former group owes to the latter is to help provide the mechanisms with which to aid that decision. And we do. Every member of the former group pays taxes which fund state colleges. There are numerous home buying assistance programs. There is even a group that gives free or low-cost day care to mothers who need to work. We pay for free libraries that offer a host of personal enrichment programs including a literacy program at the Palmdale Library to help those who can’t read. The SBA offers small business loans and counseling to give entrepreneurs their first steps to success. There will be some who tire of living in the B group who will take advantage of these programs but for the ones who don’t, the A group will pay for the prisons where they will eventually go.
What we need to do as a society is take away the incentives we give for people to remain in the B group. Section 8, WIC, food stamps, and earned income credit (what a joke) rob people of the decision making ability to live better lives.
City officials determine zoning laws, building requirements, and which potholes to fix when; they don’t do social engineering. God help us all if they ever do.

Liberals would take some other path, which frankly alludes me on how to make that path work, or for that matter what that path is, being personally more of the law and order conservative type I don’t get the Liberal touchy feel path that much.
I’m not sure what can be done on the Liberal side to solve these sorts of societal problems, gangs, criminals, the under class.
Jobs? Hard to come by in the AV, no industrial base up here, and difficulty creating one due to environmental regulations.
Education? Sure but to what end? What are you educating people to do? What job is at the end of the school/training?
The AV is what it is, mostly a bedroom community for LA County, with the few good paying jobs requiring skills that are hard to come by.
Solve the job issue, you solve some of the underclass issue, and if TRex deserves some bashing, it’s maybe on that front, same as for Jimbo Leadbelly. In the same breath, CA has a fundamental issue with creating industrial and or manufacturing jobs, and that takes work by State and Federal politicians, who seem to be pretty inept at the topic.

So, RS, you are saying that you are more inclined to punish those who commit crimes rather than prevent them from occurring in the first place. This is more akin to fighting the symptoms than the disease, which allows for the disease to fester and spread.
Yours is not a true conservative path, but rather a republican ideological path that chooses to ignore that there are root causes that tend to lead some (not all) to a path of crime. This is not to say that a totally ‘touchy-feely’ method is the right path either, but rather a combination of the two at appropriate times.
Remember: conservatism is really about conserving; that includes people. Prevention of crime is a more cost effective way to deal with the problem as a whole than just putting everybody in prison forever.

Well the liberal approach has failed for the most part, think back to LBJ and the great society. We spend more and more money on the underclass with little positive effect. Poverty, and the root causes of crime are usually tied to education, teen pregnancy and lack of good paying jobs.
TRex and ‘Da Mayor have never been big on the job creation front, and even if they had it’s a darn hard thing to create jobs in CA, at least in the manufacturing sector.
So if not the crime and punishment path chosen by TRex, what path is there for a local politician? Is your plan to turn Lancaster into Oakland South?

since you mentioned ‘crime and punishment,’ may I suggest some light reading for you? I heartily recommend the same book that our founding fathers read before they wrote our Constitution called, “Of Crimes and Punishments,” by Cesare Beccaria, 1764. CJ, you are wrong when you say conservatism is about conserving – it is not.
The term came from how the US Constitution is to be interpreted; either strictly (conservatively) or loosely (liberally).
Which is why the right to privacy (abortion) is considered liberal since there is absolutely nothing in that document guaranteeing such a right. For one to say it is an implied right requires a liberal (loose) interpretation. Would the drafters have included this had abortion been a common practice in those days is anyone’s guess.

PK, perhaps you should go back and study your history in the context of social studies. you will find that our founding fathers were ‘classical liberals’ (which later became known as modern conservatism), and that your perspective on how the constitutionally protected right to privacy (take a look at Amendment 4 again) equates, somehow, to aborting a fetus is a comparison of apples to oranges in this discussion. You seem to have abortion on the mind a bit too much – it is not the subject at hand here.
Moving on, however, the current republican stance does not, repeat not, follow Constitutional principles, as PK suggests, but rather the principles of totalitarianism. No true ‘constitutional conservative’ (as PK would opine the term means) would accept the concept of an ‘eye in the sky’ for general governmental usage without a warrant as it clearly violates the 4th Amendment.
But I digress, the subject is about how to stop crime. RS and PK believe that the best way to do this (per their publicly supported political beliefs) is to equalize all crimes as punishable by maximum penalties, treat all crimes committed as the same, and to fill up the prisons with damn near everybody… Now that’s fascism, not crime prevention and/or control.

Sometimes kids live in neighborhoods that if they are not part of a gang, they get victimized from all sides. Sometimes affiliation with a gang becomes their protection.
Additionally, there are all sorts of ways to describe gangs. Gangs aren’t just the people on the street who come together in a Group Think type of mentality and give themselves a name.
There are professional gangs as well — just as in many respects we can consider the Titans or powerbrokers or developers who have inside deals with cities in general corporate gangs.
Gangs can be a group of any kind that comes together to push its own agenda.

At one time I lived in Providence, Rhode Island as a youth. Not exactly Bel Air, mind you. Gangs were everywhere. My parents and brothers and sisters assured me that if I so much as broke a window, I would get me assed kicked. And believe me, Providence was/is heavily gang influenced and just as “poor” as certain areas of Lancaster.
No one HAS TO become part of a gang, no matter where they live. No one HAS TO stick up liquor stores or assault people, no matter where they live.
No one HAS TO sass police and act the fool, no matter where they live.
It is about time that you stop this “victim mentality” and get with the program. For over 50 years now you have have played the (race) card, failing to understand that the REAL racists are the people that you elect over and over and over and over again.

What the hell does his age have to do with anything? As a manager for a property insurance company, I trained an hispanic guy in the field to adjust property claims. Our travels brought us to Boyle Heights, Pacoima, East L.A. etc.
Ruben related to me that the “gang mentally” is inbred deeply into their culture and he said that his grand-father is a gangster, as was his father and most relatives. Even children as young as 5 years old wear (gang insigna) and gang colors.
So, put that in yer hat, ya fat pig.
BTW..Does yer fat wife wear gang colors? Which hanky does the fat wifey wear? blue or red? hahahaha lol

Okay, PK, fair enough. I will withdraw my statement regarding your definition on conservatism, with apologies. I would point out, however, that I am not attempting to bash ‘conservatism,’ per se, but rather the current republican interpretation of such. It is this interpretation that resembles totalitarianism.
As for the rest of the comments from the peanut gallery… If this is what you represent, it is a poor reflection on the republican party and only serves to prove my point of your irrationality.

Reads like: Newt Gingriches’ “Contract ON America”. When the Repug’s close down the country by refusing to vote on the budget (at that time) – and now representing “The Party Of NO” – just WHO is striving towards a Totalitarian government, which is also the definition of ‘Total POWER domination’ in the government?
Eye in the Sky comes to mind, which will be paid for by the taxpayers of Lancaster – who have NO vote, NO say in the decision – but are held hostage in paying their taxes FOR something they never voted on.
The banks need to be regulated as this protects the taxpayers $$ deposited IN these banks. It will prevent them from making risky investments (hedge funds) that eventually collapse – but are ‘protected’ by FDIC (taxpayers). Do you want more bailouts??!
Gov’t already control salaries: is called minimum wage.
