Mayor Parris Asks Have I Done Anything Unethical
Since Mr.Jennings did not answer Mayor Parris, let’s answer here. Let’s first remember that ethics are established by a society, and then may be codified in the laws of that society. Ethics extend from underlying principles of, for example, the Ten Commandments to codified Constitution and precedents.
There are two approaches to Mayor Partis’ question then, what is unethical under codified laws and rules of conduct and also the majority perception of unethical behavior. Mr. Parris has acted in an unethical manner from both perspectives.
The legal lapses of ethics have already included, while in public office, the BBQ to meet Planning Commission applicants which the LA County District Attorney found violated CA’s Brown Act, continued violation of City ordinance and state CEQA in the processes of zoning changes, CUPs, and development approvals, such as at 60th Street West and Avenue L, and violation of federal Constitutional separations of church and state. As noted elsewhere on this blog there are more.
But law results from majority opinion, and laws are never as true a barometer of ethics as public opinion. Mr. Parris’ ethics lapses are cemented in the substantiated opinions of his colleagues in the legal community, not even included in Martindale Hubbell ethics ratings, in the wisespread public perception of conflicts of interest with Mr. Parris’ business and church associates, such as Msrs Gilley, Visco, Vose, and in the community’s and professional perceptions of Mr. Parris as an arrogant bully, who bullies public speakers in public and private meetings, removes those who dissents, and conducts himself in a manner unbefitting public office decorum at best and exercising abuse of powers at worst.
It doesn’t take a rocket scientist or weather man, altho we have many of them here, and Mr Parris prefers to consult with Mr. McEwen, using public funds, as to how he and his associates can get around the law rather than how he can best fulfill the law.
Ethics is also judged by barometers of honesty, consistency of purpose (absence of hypocracy), and Mr. Parris fails by this standard as well. He states publicly that a decision has not yet been made, after making other public statements that the decision has already been made, and after taking actions that attest that the decision has been made. Mr. Parris states that he wants to hear dissenting opinions, yet publicly pillories those who express dissenting opinions. Mr. Parris erects symbols of trust in God and pillars of legal justice, yet goes against the basics principles of the Ten Commandmwnts, in his treatment of neighbors and in the bearing of false witness, at minimum.
These are seen by the public as hypocracy, and some go so far as to call lies. These actions do not impress as to ethical action.
Yes, Mayor, your ethics leave a lot to be desired for someone in a community leadership position, for someone in public office, for someone in a position of the public trust. If Mr. Jennings couldn’t answer your question, there are many in the community who can. We look forward to your responses, that you offered Mr. Jennings.

I find it of particular interest that Parris demands that he be considered as ‘innocent until proven guilty,’ but does not extend that principle to those he targets.

it is tragic how the council just can’t listen to people. That’s their job during public comment, but they are so arrogant, they just can’t do it. Marquez says nobody told her, but people had just stepped up to tell her, ten minutes earlier. It’s tragic.

According to Sherry Marquez, “the handprints of God” are all over Washington D.C., as she was quoted in the A.V. Press as saying, in today’s edition.
Does she realise how stupid that looked on her behalf?
Everything in D.C. has Masonic “hand prints” on it, not God’s.
It was like she was lifting a part of geneticist Francis Collin’s best-selling book, “The Language of God” and transposing it on something that was erected by men.
This is what happens when you elect someone with a limited education to office.

Back on topic, I also think it sad that AV Press noted that five residents spoke in favor of prayer, but failed to mention those who spoke in support of nonsectarian prayer. The AV Press lacks ethics as well, but that’s what happens when the city (and parris) are huge advertisers. Smart move by PIO and they’ve been in pocket ever since.

Matt,-I am not sure it is lack of education so much as born again Christian brain washing;one only has to look back in history ,and not too far ,to see how many wars are fought in the name of somebody’s idea of God;
Why can’t the city council members pray to their very own higher power before the meeting, that they might behave in an ethical ,forthright and honest way and leave religion out of politics and the public domain, where it does not belong.

I also don’t think it’s a matter of education concerning marquez. I tend to think it’s a matter of life experience. people who never leave the incredibly insular life styles of the born again, can’t seem to understand there are people who think differently.
because they have never heard any different ideas. the 1st time a new idea is floated by someone like marquez, they go into shock it being so alien to them. A lack of wisdom is the result, when someone has been “protected” from the world, with all it’s good and bad!

And when you ascended to the throne, you could carry on his work, point out that he hadn’t ever really been pulling any puppet strings, just like you do here. It’s perfect. To be clear, I was suggesting who might be Rex assistant, not Rex himself. Also it was more a challenge to Denise for defending him do much. It is also not paranoia in the least. It is irritation that Denise who does not live here, and has never spoken to me, grandstands, and somehow gets to represent me. She and that David Paul don’t represent us. They’re politicos who jump in to every issue. I do respect their participation in politics, just not the grandstanding in our behalf. We in QH have our representatives. The are Hecker and Berry and our own political leaders like Burgis. If Latamzi wants to help she should bring in the state, donate to the defense fund, many things she could do besides getting on camera. THAT’S what the question was about. We are not divided by paranoia Capt Jason. We know, at this point, everything they do will just backfire and show how coerupt they are You have to be IN the Rexites or reliant on the Rexite network to be paranoid. The more citations they issue to TRY to scare people and shut up the public voice the louder the voice gets. The more abuse of power they exert, the more they use public dollars for their own agendas, the deeper shit they get into.

Nice try, ‘Lifetime Dem’ (aka: R. Rex Parris). I know Denise, and her natural syntax, far too well to accept your attempts to deflect attention from yourself and sow confusion, paranoia, and dissent among your detractors.
Funny how you are the ONLY mayor in the history of Lancaster to ever be cowardly enough to feel the need to require city paid security agents and deputies to protect you… Especially since you have done nothing to deserve the accolades on crimefighting that you claim to deserve.

Defending REX?? Once again, are you JOKING? I have never defended him.
I ABSOLUTELY DO live here, and I did donate quite a bit out of my own pocket to provide 300 buttons the planning commission meetings and council meetings, ALL of which I attended.
I have ALWAYS, for more than 2 years, made my feelings very clear on the Wal-Mart issue, and have shown up time and again to support the people in Quartz Hill.
I have never tried to represent anyone’s opinions but my own, and in my opinion, this is way bigger than just the impact a Wal-Mart will have on Quartz Hill, but the impact it will have on Lancaster and the entire valley. More low wage jobs drive wages down all through the valley. More Wal-Marts mean less shopping options for all of us. A major shopping center across the street from a high school sets a dangerous precedent for all the high schools, middle schools, and elementary schools here.
If and when this Wal-Mart goes in, we will have the highest concentration of Wal-marts per capita in the entire country, literally becoming a “Wal-Mart town”. Suffice it to say that I’ll do anything I can to help stop it, even if that means standing up at council meetings and speaking my mind, no matter who that offends.
( send private message )
Denise_Latanzi says...
Thanks Jason.. It would be good for people to remember that there are plenty of LANCASTER residents who also stood up in opposition to the Wal-mart. We worked to get people out to the planning commission and city council meetings, and we’re willing to keep working for as long as it takes.
We ALL live here, and in some ways, this Wal-Mart is really sort the big issue that could determine the direction of the entire valley for a long time to come. If it goes in, it is going to kill business in Q.H, but its also going to kill business in Lancaster and Palmdale. It’s going to make it harder for business owners to make a profit, it’s going to make it harder for people to find decent jobs in the Valley, and its going to mean traveling outside the area if you aren’t a Wal-Mart shopper.
It may slow down residential development though, because Wal-Mart employees don’t buy houses.

mattkeltner says...

Denise, the one true advantage that Stater Bros. has over Wal-Mart is the fact that many of the prices at Stater Bros. are actually lower than at Wallyworld – especially the meat (which are superior grades, anyway).

The Antonovich BBQ? Not really, though the Anti-Parris sentiment was clearly in the majority, and I was a bit surprised by how open and vocal it was.
Here is the most interesting thing I came home with that night- There are a lot of people in Lancaster that will not vote for this mayor again, and some of them surprised me. One really nice man came up to shake my hand when I was in line, I have never met him before. I did however recognize his name and almost fell over when he told me to keep up the good fight. Considering some of the people who were in that line, it was really brave for him to do that.

Denise_Latanzi says...
Jason,
I have always preferred regular grocery stores to stores like Wal-Mart for several reasons, the first is quality and selection. I was sad when the Ralphs closed on Avenue K because their produce selection was the best in Lancaster, and they had the freshest fish I had found in town. They also had a great international section, with stuff that I can’t find anywhere else.
The west side Albertson’s is very nice, and the cleanliness of stores also ranks pretty high on my list, and that store is always clean and well staffed.
My oldest son, who used to do most his grocery shopping at Wal-Mart (much to my dismay), recently started shopping at Winco because they are cheaper, have more selection of meat and produce, have a huge bulk food section, and because its just groceries, they aren’t as prone to “impulse” purchases.
As for me, I am shopping Palmdale on anything that generates sale tax.
(

Captain Jason says...
Ah, Winco! A remarkable business model, Winco is. Not only do they have exremely competitive prices on almost every item in the store (frequently less than Wally-world, too), but the entire store chain is employee owned! I do, indeed, shop there for the vast majority of the items on our family shopping list there. I’d say that wally-World only gets about 5-10% of our shopping money on any given month… And that is capitalism at work!
;-D

Captain Jason says...
By the way… have you noticed the outrageously high prices Wal-Mart has on their meats? And for meat that has been packed in some ‘non-volatile’ gas for shipping that makes it have the texture of rubber, too!

Denise_Latanzi says...
I don’t think I have ever eaten any meat sold by Wal-Mart, I know I have never purchased any. I have this thing about meat. We don’t eat a whole lot of it, and what we do eat I normally get from Plaza meats. The owner of which ran into me one day and told me that I could keep my pledge to let my tax dollars go to Palmdale, and still buy meat from him, as it is not taxable and therefore does not generate sale tax dollars for the city. Smart man, as very little sold by Plaza Meats or Ben’s corner is taxable.

Captain Jason says...
I have only had meat from Wal-Mart once, and once was more than sufficient!
I admit to having gotten a little spoiled from when I had my own personal butcher, Joe, from Joe’s meats – he was great! Unfortunately, he retired a few years ago.
I have gotten several things from Ben’s corner before and agree that it is a good farmer’s style market. I have yet to try Plaza Meats, though. Where is it located?

We’ve never purchased any food products at Wal-Mart, in fact only rarely buy anything there. We do most of our food shopping at Von’s, but I’ve recently discovered some real bargains at our new Super Target.
For example, Dole 100% fruit juice which at $3.00 is cheaper at Von’s than the other supermarkets I bought yesterday at Target for $2.04. In fact, several (but certainly not all) of the products we buy regularly are cheaper at Target.
I’ll still do most of our shopping at Von’s, but for some things the best prices are at Target. I would never buy meat, fish or poultry at Wal-Mart.

Speaking of WM meat, when the eastside “supercenter” opened years ago, I went grocery shopping there a few times. I bought some sliced thin chicken breast for I think about $5+. Later I opened it to make dinner and it was BAD, it smelled though the expiration date was fine. Of course, I could have returned it but their return line there is about a 20 min wait! I felt that their line was more painful then then the smell of that chicken. So I lost $5+…

Ray, me too. I shop Target for most of my grocery needs now, then I head over to Albertson’s to pick up the things that Target doesn’t have. I miss Vons, a place I’ve shopped since I was 16. Don’t get me wrong, the employees are great, it’s whats outside that concerns me. When I first moved here from SC, the only place I shopped was the eastside Vons. “Ginger” a manager (I remember her name like it was yesterday) ordered me a special shopping cart that carried three kids because I couldn’t shop there with my kids running around. As time went by, I felt less comfortable shopping there because of the clientele going in so I switched to Albertsons.
I agree the westside Vons is very inconvenient, but if I’m in the area I try to find an excuse to shop there. It reminds me of the Stevenson Ranch “Pavillions”, same store as Vons.

Denise Latanzi, thank you for responding to my posts about Parris’ assistant and how I respond to your support opposing the 60th and L projects.
I did not know you bought the buttons. I have to say that while I now see the wit of the buttons, I did not like them when I was handed one at the meeting, and I think you money would have been better spent in the legal defense fund or on another button phrase. I still appreciate your good intentions and your support.
I respect and appreciate your understanding that this is a Lancaster and AV issue, not just a QH issue, and your two years of opposition effort. In that, I think you might have used your campaign platform to raise awareness of the impending travesty.
It’s a very busy day and I can’t chase the references:::maybe you or someone else can do it:::but you have defended Parris several times, most recently that you watched the video again to look for some directions being given to Deputy Chamness. It might just be good nature and you sense of fairness, and I respect that, but here where we give the devil his due (figuratively speaking not referring to any individual, and any resemblance to specific persons is accidental and not stalking anyone), it raised the questions I wrote.
It’s hard to trust politicians these days. All I know about you is you work on campaigns and you work for unnamed nonprofits and you work fir the democratic party. I don’t think I’m the only person who doesn’t know who you are or where you come from and I know I was not the only one who was surprised that you and Paul spoke first fir our cause before any of us. Paul is brilliant if you’re brilliant but sounds like a whack to the average AV person. It makes our cause look whack.
We who were borb here and lived here 50 years, 40, 30, 20 even, we know what was and what is being list to this corrupt group.
I say thank you to you for being a public figure that guy at the BBQ could thank, but with all you know, if you really want to rid our valley of corruption, you could be doing it by filing complaints. As you are a politician I distrust that you are camera hungry instead. And when you say that those in power had nothing to do with Depity Chamness’ action, you should not think someone is kidding when your purpose is questioned.
In closing I do appreciate much of what you do but not all of it.

My dad’s brother was born in Lancaster also, on Cedar Street, when Lancaster Community Hospital was located there — something that none of these newbies to this Valley know.
I also cannot see why one would have to check footage from the City Council meeting to determine if that deputy was taking orders or not. For all any of us know, he could have been instructed to do so by Parris before the meeting.

HF,
I was asked to design a button, I designed a button and donated the button to the cause. If I had been asked to donate instead, I would have donated instead. The buttons have been pretty popular, I’ve even seen them on people just walking around at local events, so they are doing what they were supposed to do.
I could reply to every point in your post, but I’ll leave it at this. I have never planned my life based on what others think of my actions. If I’m overly fair sometimes its because I actually care about things like fairness.
As to the Wal-Mart issue. I can tell you for sure it was an issue that was talked about a lot during the campaign I ran, to the point where we even gave a talk in Quartz Hill itself about the impact of that particular project. Those westside precincts voted heavily for Rex Parris because his precinct walkers were telling the voters in that area that he did not support the Wal-Mart project. In elections, the one thing I’ve learned is that people often vote against their interests or don’t get involved until its to late.
I’ve never looked for anyone’s approval on everything I do because I wouldn’t be doing it if I didn’t believe in it 100%, and at that point, no one elses opinions really matter all that much. I put my time, money and energy where my mouth is, it doesn’t matter if its a political candidate, a nonprofit, or an issue I care deeply about. It’s not about Democrat or Republican, its about the fact that I live here. While I have not been here 50 years, or even 20 years, I have been been here for more than a decade, and plan to live here for the rest of my life. It does not matter much where I came from, all that should matter is that I’m here to stay.

Does this mayor have any aspirations to go further in the political scene? Anyone who puts a giant billboard so all can see it entering the Antelope Valley has to have some aspirations further down the road than mayoral duties in a desert town. I understand that is good advertising for the law firm but it speaks volumes for the ego minded. I have worked with attorneys and, yes, there are egos, healthy ones and otherwise, but I guess in Los Angeles and the Ventura County areas where I worked the billboard is a first for me. My question: Is this just a stepping stone to other adventures politically? It would seem so.

Denise Latanzi. I responded to your post, in fairness to you, to explain myself. What you chose to respond about is interesting to me. I’ll let you have the last word.

Although I don’t concur with Mr. Parris’ legal analysis in this case, by his view, as stated last night, if he does not answer any of these allegations, he is “by ommission” guilty. What a gem!
