Palmdale tells people in Lancaster to stay out of Palmdale.
My friend Hal Underwood, from Lancaster, wrote a letter to the editor complaining that his bridge club was locked out of the Palmdale Senior Center. This is what Palmdale’s mayor and city councilmen had to say.
“PALMDALE – The City Council voted 5-0 Wednesday to accept a $208 million budget for fiscal 2010-11 as recommended by staff and administrators…
The mayor also criticized “other jurisdictions” whose nonprofit organizations have expressed displeasure with no longer being able to obtain free meeting space in Palmdale.
“These other jurisdictions are going to have to step up and provide for their residents as well,” Ledford said.
“It’s pretty galling that when you’ve got someone from another city writing a letter to gripe about the cutback in the free service they’re getting in our city,” Councilman Steve Hofbauer said.
“You know what? Go find it in your city, then…” Hofbauer said."

I am writing in response to statements made by the Palmdale mayor and City Councilmembers (Wednesday) regarding the availability of meeting facilities in neighboring jurisdictions.
It is highly regrettable that the citizens and nonprofit organizations of Lancaster were made to feel less than welcome in Palmdale.
The Antelope Valley is one community composed of two major cities and several unincorporated areas, and the vast majority of residents understand that there are no borders within this community.
We all cross the invisible borders between Lancaster and Palmdale on a regular basis to work, spend time with our friends and family, participate in community activities and organizations, shop, dine and more.
Members of the Palmdale City Council appear to believe that Lancaster residents and Lancaster-based community organizations are somehow responsible for the Palmdale City Council’s actions to close or restrict access to Palmdale facilities. This action was taken as Palmdale passed its budget (Wednesday) night.
It seems that the Palmdale City Council believes that there are no places for nonprofit groups to meet in Lancaster, even though such groups have been meeting in our city since well before its incorporation. To correct this absurdity, please allow me to point out just a few of the places at which they meet.
In addition to the numerous city facilities already used by local nonprofit organizations, the Los Angeles County Library on Lancaster Boulevard provides an excellent meeting space for a variety of community groups. Organizations also meet at the Senior Center in downtown Lancaster and at Fire Station 129.
In addition, the city has partnered with the YMCA to provide the brand-new YMCA center at Lancaster City Park, which offers top-notch meeting facilities free of charge. Private businesses throughout Lancaster also provide meeting space for community organizations. Camille’s Sidewalk Cafe regularly hosts meetings, and Jim Hawse of Sierra Toyota has built one of the largest community rooms in the Antelope Valley at his dealership, which is offered for use by nonprofit organizations free of charge.
Additionally, we welcome any nonprofit organizations based in Lancaster, Palmdale or any other part of the Antelope Valley who are seeking a meeting space to contact the city manager’s office at Lancaster. We will work diligently with them to accommodate their needs.
We also want to assure all Palmdale citizens that they are always welcome to take advantage of the many public and private facilities offered in Lancaster, as well as attend our various events and participate in our array of programs. They are always welcome in Lancaster.
The Antelope Valley is our home. As a matter of fact, I attended Palmdale High School during my abbreviated tenure in high school. It seems that the only people who see boundaries between our community’s two major cities are local government officials.
It is time for us to set aside our differences and unite as one community. Only then will we be able to compete with other regions throughout Southern California for the jobs, businesses and shopping and entertainment opportunities our residents truly deserve.
By working together, we can profoundly improve the quality of life for all residents of the Antelope Valley.

Hm. YMCA, not a City of Lancaster facility. Camille’s – private business. Los Angeles County Library? Nope, L.A. County. Sierra Toyota? Private business. Senior Center? Los Angeles County. Fire Department? Los Angeles County.
So….which City facility is offered to non-profits for free? Did I miss one?
Bottom line, the City of Lancaster doesn’t give anything away. I know this may come as a shock but for Rex to criticize Palmdale for pointing out the truth is a little bit hypocritical.
I’m sure Rex would love to have some of you bloggers here on a jury in front of him. You’ll swallow anything.

Each city has its own budget and priorities. If Palmdale chose to start charging fees, then instead of complaining, take advantage of those resources that Mayor Parris has offered.

Talk about taking things out of context. This is a textbook example. The Palmdale City Council was discussing the budget. They were commenting on how they were getting letters from people who didn’t live in Palmdale about reduced hours in CITY facilities. Mayor Parris’ letter mentioned several facilities available in Lancaster that groups could meet in. What his letter failed to explain was they were NOT city facilities. They were either County facilities or private businesses. The entire crux of the discussion in Palmdale was over city run facilities. Palmdale does not have the benefit of the County paying for its library or senior center, which in the last decade, cost Palmdale over $25 million from its General Fund. There is no movement in Palmdale to keep people from Lancaster or unicorporated areas out of Palmdale. On the contrary, they are very much welcomed. What needs to be understood is that in the Great Recession, the city of Palmdale has to balance its budget, and in doing so reduced some of the hours of its facilities. People from all over the AV can either use the Palmdale facilities for free when they are open, pay the fees that are required during non regular hours, use county facilities, use private facilities, or use city of Lancaster facilities. It’s all good, people. Can’t we all get along?
And AVSkyEye…the cities to a LOT together. Let me know if you’d like to see a list. It is quite comprehensive.

My paternal grandparents, both from Louisiana, came to the Antelope Valley as children and went to Antelope Valley High School. My dad, who is 48 now, was born in Palmdale. My brothers were both born in Lancaster. My mom was born in Denver, lived in L.A. briefly and came to live here when she was in high school. I was born in Spokane, Washington while my family lived in nearby Hayden Lake, Idaho. They stayed in Idaho for two months before moving back to the Antelope Valley. They lived in Rosamond for awhile and then Lancaster, which I consider to be my hometown.
The point is, my family has four generations in the Antelope Valley. They have been involved in the commercial enterprises since the 1930s here.
None of the natives in my family care when they cross Avenue M, err “Columbia Way”, excuse me…
We shop in Palmdale, stroll through the park in Lancaster, live in Quartz Hill, etc.
The only people I know who are trying to erect barriers between the cities seem to be the recent transplants from other places.

Be that as it may, I’m not necessarily disagreeing with you re: the philosophical nature of the politics of it.
Since Rex touts himself as a major conservative, one would think that he would be APPLAUDING Palmdale’s move to a more free market approach to facility usage. If nothing else, I guess the City of Palmdale, just like the City of Lancaster, is telling the non-profits that the party is over, go lean on the private sector.

L-dem, how do you figure? Each city is dealing with the economy in different ways. Palmdale maintained a smaller reserve and made timely returns of economic gains to their residents, then made cutbacks to maintain their reserves.
Lancaster choose to squirrel away significantly higher reserves, and now they spend theirs down in dramatic fashion. Their own financial projections show it simply isn’t sustainable.

The issue, as I heard it, were some snivelers from Lancaster writing whining nasty letters about the reduction in free services provided to them in Palmdale! I’ve seen those same letters to the editor, and how the editors egg them on with their biased newsitorials.

Lifetime Dem…why do you say that Palmdale is not doing well? Because they made cuts to their programs? Have you ever compared what they offered to other cities? Having lived “down below” for quite a while and up here in the High Desert, Palmdale was pretty much “on steriods” in terms of what it offered its residents. In these economic times, that kind of programming cannot be funded at those levels. Even with all the reductions, their residents have a very impressive choice of programs and amenities to choose from, not to mention shopping, restaurants, housing and so on. Lancaster also provides a nice array of programming for its residents. As for doing “great,” in this economy, no one is “doing great.” These days, it’s about ensuring some sense of sustainability. The next few years are going to be very rough for both cities if the economy doesn’t improve and if the state keeps taking money from them. If you don’t believe me, look at the budgets of both cities. Lancaster has a section on projections for the next few years and it’s not pretty. Let us all hope that things turn around for EVERYONE here in the Antelope Valley!

Lancaster and Palmdale have always had their share of places where small nonprofits could have meetings for free. The difference between the two cities being that in Lancaster, it was always private businesses or county facilities where they happened, and the facilities that were available for free use in Lancaster were very small and the hours of use very limited.
The few places in Lancaster where you could have larger meetings you have always had to pay for. Cedar Theatre, which is these days either no longer open for community use or they simply don’t return your calls, charged for use, as do all the parks facilities- which not only had a fee, but you had to provide insurance.
Palmdale on the other hand offers use of the Chimbole center meeting rooms during daytime hours, and did at least make available other parks buildings. I have not checked to see how much this has changed, but I know for years Palmdale was thought of in the nonprofit community as the first stop when looking for meeting or event space.
There is no comparison between the two cities really when it comes to what is offered to their nonprofits.
Palmdale has always been incredibly generous to local charities, and until just recently, I don’t think they have distinguished much based on whether the charity was located in Palmdale or Lancaster. The fireworks booths alone in Palmdale probably generate close to a million dollars to the charitable community. I know the city also sponsored the Duck Race in Palmdale for many years, which also generated big bucks for local charity thanks to Kiwani’s efforts.
People forget that Palmdale’s comments were made after Lancaster residents complained that Palmdale was no longer providing them free services, what was missing in their argument was that the reason they were having their meetings in Palmdale is that Lancaster never offered the services for free to begin with.
If Palmdale wants to focus its limited resources on Palmdale charities, then more power to them for going out of their way to support their local charities.

FYI…Hours for Legacy Commons Senior Center are Monday through Friday, 8 am to 12 pm. Every group that was meeting at the old Senior Center was offered space and a meeting time in the new location. The Larry Chimbole Cultural Center is open Mon-Fri, 12 noon to 6 pm.

Jim Ledford is out there promoting business in Palmdale. That’s his job. Rex, on the other hand, couldn’t be bothered to show up. He’s just a little bit too superior to come to a parade.

Dear Editor:
I am writing to clarify some remarks that were made in a letter to the editor by the Mayor of Lancaster that was published on Friday, Sept. 3. His statement that “citizens and non-profits from Lancaster were made to feel less than welcome in Palmdale” is inaccurate. People in Lancaster, as well as the entire Antelope Valley, are very much welcome in Palmdale and have been for many years.
Antelope Valley residents regularly interact between the cities and unincorporated areas for commerce, employment, housing and entertainment. Residents of the AV enjoy the wonderful shops and restaurants at the AV Mall in Palmdale, the fairgrounds and ballpark in Lancaster, the gorgeous parks in both cities as well as the unincorporated county areas, and so on. That goes without saying.
What the Mayor of Lancaster missed in his letter was the context in which the Palmdale City Council was discussing use of CITY owned and operated facilities in Palmdale. The discussion by Councilmembers revolved around the passage of the City’s 2010-11 budget at our budget workshop on Sept. 1. Palmdale does not have the benefit of the County of Los Angeles funding our Library or Legacy Commons Senior Center at nearly $3 million dollars a year as Lancaster does. We must pay for operating and maintaining those facilities out of our General Fund. This situation has been going on since the incorporation of both cities. Palmdale has spent over $24 million alone over the last 10 years for our Library operations, while Lancaster has spent nothing. We have also spent nearly $2 million for the Palmdale Senior Center over that time and nearly $6 million for our DryTown Water Park over the last six years, and that doesn’t count construction costs!
The Mayor of Lancaster actually made our point, and raised a good one, when he listed several facilities in Lancaster that were available to non profit organizations, including the Los Angeles County Library, the YMCA, Camille’s Sidewalk Café, and Sierra Toyota. What the Mayor did NOT explain in his letter was that none of these facilities are paid for by the City of Lancaster or from the City of Lancaster’s General Fund.
I cannot speak on behalf of our local businesses, fire stations, County facilities (of which there are few in Palmdale) and organizations, but I am willing to surmise that places such as the Cascades, Camille’s, Hometown Buffet, Hilton Garden Inn, Holiday Inn, the Palmdale Hotel, Boys and Girls Club, the Oasis, the Embassy Suites, Hampton Inn, Staybridge Suites, the Palmdale Women’s Club, Souplantation, the shops at Antelope Valley Mall including the new Macy’s, Dillard’s, Sears and J.C. Penney, the Palmdale Auto Mall and a host of churches and organizations would be open to the possibility of utilizing their facilities and meeting rooms to local groups. In fact, this kind of community-centric partnering is something the City of Palmdale is involved in and will be key in helping our Valley provide public meeting space.
The remarks the Mayor of Lancaster referred to in his letter that were made by City Councilmembers at the Sept. 1 meeting were in regards to letters or comments we have received as a result of some of the changes in hours at City facilities. The change in hours has everything to do with budget development and nothing to do with where the customers of those facilities live, as the Mayor of Lancaster inferred. But because the majority of those comments regarding the changed hours have come from residents who do not live in Palmdale, the suggestion was made for them to contact the jurisdictions in which they live to see if their City or Town Council would be able to provide facilities for free, as Palmdale does. I am unaware of any facility that is funded by the City of Lancaster in the City of Lancaster that is available free of charge for non-profits. If there are such facilities available, I applaud the City for its generosity and encourage all non-profit groups to take advantage of those facilities if it better fits the group’s schedule and geographic location.
I agree that by working together the two cities can “profoundly improve the quality of life” for all residents of the Antelope Valley. In fact, the two cities have been working together on a myriad of projects and still are. If anyone is interested in seeing a list, please visit our Web site, www.cityofpalmdale.org. Actually, I thought Mayor Parris’ letter brought up a good point about having meetings at non-city facilities. There are lots of places in both cities that could open doors to groups. The point that Mayor Ledford made in his letter as I read it is that the discussion that the Palmdale council had was about Palmdale city facilities, which had been, and still are, available free to non profits. Palmdale has offered them free for a long, long time.

Ledford’s letter is a bit long winded and overexplanatory and quibbly. Most readers will not take the time.
Both letters from both Mayors are petty and a shame.
BTW: the internet has changed and even superseded many things, including mail delivery, shopping, music distribution, just to name a few. Another one that no one talks about is libraries. The internet has rendered the traditional library obsolete. In 20 years, remaining libraries will not be libraries as we’ve known them. They’ll either be data/lounge/community centers, or book museums, or something in between or else.
It’s probably too early politically to start talking about the post-library era, but realistically it isn’t. And Palmdale looks like they have the most to gain by starting that discussion.

AVSkyEye, I don’t know if libraries will be totally obsolete in 20 years, but perhaps they could be. I do know that the Palmdale library has a ton of online stuff available, covering everything from homework help, job searching/testing, a magazine and newspaper resource, a foreign language course that even has an English as a second language component, and some other stuff. I wish this stuff was around when I was in school!

As I understand it, according to news reports, Palmdale delayed the budget because it offered its staff an early retirement program. Until they knew who would be taking the retirement and then if any additional positions would have to be cut to balance the budget, they could not develop a budget not knowing the “costs” of “doing business.” Actually, that is fiscal prudence, something the National and State governments would be wise to heed. In the new budget, Palmdale forecast a decline in sales tax and I believe Lancaster forecast an increase. I will have to get a copy of Lancaster’s budget to verify, but I recall reading that they had budgeted an increase. I don’t know if the increases/decreases reflected any auto dealerships, Macy’s, hospital, etc. As of this writing, no auto dealership has moved from one city to the next (the issue is in court according the the paper).

The City was operating on a contingency spending budget while working on its budget, as it was being RESPONSIBLE to ensure that its next budget would be balanced. If you saw or read the news, Lifetime Dem, you would have known that the city had offered an early retirement program and before they could prepare a budget, they had to determine what their payroll would be. Not sure you can be more responsible than that. Unless you’re just a Palmdale hater/basher, then a rational discussion is pointless. It’s like trying to talk to a 9/11 Truther, flat earth believer, or moon landing conspiracy comrade. I will stop wasting my time.

You’ve got to understand leonardpflemkin. Rex and his minions spew hate everywhere. Jim Ledford goes places making friends. When Rex goes somewhere, however (when he actually troubles himself to go to a community event) he spews his hatred of Palmdale. You should have heard him at the Hispanic Chamber of Commerce meeting! People were looking at each other sideways during his bizarre rant. People may hate on this blog, but Rex puts ’em all to shame.
Is it Palmdale’s superiority in retail shopping that makes Rex hate Palmdale so much? Does he resent the fact that Jim Ledford is so loved, both in and out of Palmdale?
I’ll leave that to the amateur psychologists.
If you wonder why I don’t like Rex, just ask 138hwy. He’s got it all figured out.

If retail brings in the sales tax which it does then why is Palmdale behind Lancaster in collecting them? In other word Lancaster generates more sales tax revenue. Does that make you mad?

The AV Press must not have seen what HR saw. Their reporter didn’t mention anything like HR reported about the hispanic chamber.
Isn’t Rex the only elected official in Lancaster to oppose the Arizona illegal immigration law? I bet they were really rolling their eyes about that message of hate.
